41. Brusselbrev fra Fred-Arne (25.4.2012)

Jeg har tre ting jeg ønsker å skrive om denne gang:

·        Mer om vår omorganisering i DG INFSO, denne gang om at vi også får nytt navn
·        Litt om hva som er sentralt på den IKT-politiske dagsorden akkurat nå
·        Også Belgia lanserer digitaliseringsprogram

Mer omorganisering

På slutten av dagen tirsdag 24. april kommer et notat som summerer opp omorganiseringen i DG INFSO, som jeg har fortalt om i flere brev, og som introduserer navneforandring! Notatet kommer etter en dag hvor hele ledelsen, generaldirektør, direktører og HoU har hatt møte.

Først: Hvorfor gjør vi dette?
Argumentasjonen er å være forberedt på forandringer som kommer:
-    The DG’s new structure means that it is ready to face the new policy challenges of a fast-changing environment
-    The restructuring will better align the work of the DG with key EU policies for the coming decade, especially in ensuring that information & communication technologies (ICT) can help deliver the growth needed to drive the EU out of the economic crisis
-    For example: Broadband as part of Telecoms; Cloud; Security policy and Research; Innovation as a goal; closer relationships with ALL stakeholders (to drive technology faster to market, as in the EIP).
-    It is designed to better reflect the links between different policy fields One third of the units are new, combining parts of the old system with more relevant topics. The new structure streamlines dossiers that make sense to put together.
-    This is a stable structure capable of facing the changes which could occur during the rest of this Commission's mandate, including those related to the possible externalisation of functions that may arise as a result of the transition to "Horizon 2020".
Så: Navneforandringen
Det har vært stille om navneforandring I det siste. Ingen av forslagene som kom inn ble vurdert som gode nok. Men nå får vi altså nytt navn, fra DG INFSO and MEDIA til DG CNECT:
The new name is DG CNECT: Communications Networks, Content and Technology. (Ikke forkortet versjon: DG CONNECT.)
Why not keep DG INFSO?
-    Because the old acronym stood for DG Information Society & Media. (i) The concept of "information society" does not reflect the full depth and breadth of our activities of a future where every European is Digital (ii) The Media funding programme is now managed by another DG.
Why not DG Digital Agenda?
-    Because the Digital Agenda for Europe one of a number of initiatives under the Europe 2020 strategyfor smart, sustainable and inclusive growth. Its 101 actions will be delivered by many different European Commission departments, including, and not exclusively by this Directorate General  The Digital Agenda for Europe is broader in scope and application than DG CNECT
Så litt om omorganiseringsprosessen slik den ser ut fra “toppen”:
How many people work or will work in DG CNECT, compared to DG INFSO?
-    Compared to DG INFSO, DG CNECT will have 9 Directorates instead of 10, and 46 Units instead of 52. The re-organisation has reduced the number of management functions, whereas the number of people working in DG CNECT will remain the same.
-    (For background only: The publication of a vacant Director post will be cancelled by the Commission on 25 April 2012 and 6 Heads of Units will be nominated as Advisor.)
What has happened / will happen to the staff whose function no longer exists or who have not been able to find their place in the reorganised DG?
-    As part of the reorganisation some individual roles or teams have changed in their nature, or have been moved to different units. I am pleased to say that every staff member has found his or her place in DG CNECT based on his/her skills and abilities.
-    During a very open change process, characterised by numerous staff assemblies and intensive internal communication, every staff member has had the opportunity to express his/her view and we have provided the support to find a solution which best accommodates them. We have kept fully informed the European Commission's staff trade unions, during and at the end of the process.
Det nye DG CNECT’s “mission statement”:
The DG helps to harness information & communications technologies in order to create jobs and generate economic growth; to provide better goods and services for all; and to build on the greater empowerment which digital technologies can bring in order to create a better world, now and for future generations.
To help achieve this, we:
  1. Support the kind of high-quality research & innovation which delivers imaginative, practical and value-enhancing results;
  2. Foster creativity through a European data value-chain in which anyone can share knowledge;
  3. Promote greater use of, and public access to, digital goods and digital services, including "cloud" computing, in order to boost the European single market;
  4. Ensure that those goods and services are more secure, that people can trust the rapidly evolving technologies which surround them, and that people have the right skills and confidence to use them as part of everyday life;
  5. Work with partners globally to support an open Internet.
We live our values as a creative, responsible and open European Union public service. We work on the best available evidence, and we cooperate closely with all our stakeholders. Our procedures are fully transparent, and we assume accountability for our actions. We seek value for the taxpayer's money in all we do.

Den IKT-politiske agenda akkurat nå
Som jeg har nevnt før, kom det en “communication” om e-Commerce 11. januar, sehttp://ec.europa.eu/internal_market/e-commerce/communication_2012_en.htm, som skal bidra til å løse en del av de sentrale utfordringene knyttet til DSM, Digital Single Market.
20 februar skrev en del statsministre brev til Barroso og ba om at man gjorde noe “alvorlig” for å få fart på den økonomiske veksten i Europa. Behovet for å gjøre noe med Digital Single Market er nummer to av åtte innsatsområder.
Barroso svarte med å støtte initiativet fra statslederne. Han sier videre: "we must step up our efforts to continue to complete our digital single market by 2015, including swift agreement on our proposals on dispute resolution and rapid consideration of our forthcoming proposals on copyright. The stakes are very high: we have just published a study showing that a truly single market could boost EU GDP by as much as €110 billion a year."
Andre satsingsområder er cloud computing, e-commerce, e-skills, tilgang til offentlige data og bredbånd for alle.
Sentralt i e-commerce communication:
-      improve the legal certainty and maintain the balance between consumer and business interests: data protection, IPR, Consumer Rights Directive, dispute resolution etc
-      improve the availability of information to merchants and consumers. SMEs on-line are key for the development of the Digital Single Market. The digital Single Market is also key to the growth of SMEs.
-      improve payments and delivery: a Green Paper on Internet, card and mobile payments was issued in January 2012. A Green Paper on parcel delivery is envisaged for adoption at the end of 2012.
Belgisk digitaliseringsplan
Det er ikke bare i Norge det satses på digitaliseringsplaner. Belgia henger med.
Olivier Chastel, “Ministre du Budget et de la Simplification administrative”, har nettopp (20. april) presentert en plan med 284 tiltak: "Plan d’action fédéral de simplification administrative 2012-2015". Altså en "forenklingsplan", strengt tatt ikke en "IKT-plan", men de kunne vel egentlig kalt det en digitaliseringsplan.

Planen veldig konkret med klare tidsfrister og detaljer.
Noen eksempler på tiltak:
Det elektroniske identitetskortet, som Belgia har hatt i mange år, skal nå inneholde flere tjenester, bl.a. også erstatte det trygdkort alle belgiere må ha. (Alle har et SIS-kort, trygdekort for den trygdekasse en er medlem av. Alle må velge en trygdekasse; de er private og det er mange å velge mellom.)
Overgang til elektronisk fakturering for både borgere og bedrifter.
Single Point of Contact for offentlige elektroniske tjenester (MinSide-ideen er tatt opp i Belgia…)
“Rekommanderte” henvendelser til det offentlige skal kunne sendes elektronisk.
Næringslivets “administrative byrder” i forhold til det offentlige skal reduseres med 30% frem til 2014.
Det er litt interessant å merke seg at mens vi i Norge legger vekt på ganske få, store, relativt generelle mål uten spesielle tidsfrister, går Belgia en annen og mer konkret vei med detaljerte tiltak med tidsfrister og hvem som er ansvarlig for gjennomføringen, og med ganske klare referanser til hva man har oppnådd tidligere og hvor “skoen trykker”. Men det får de kanskje til siden ministeren også er budsjettsjef?? For øvrig samme tilnærming som Digital Agenda, "operational actions" med klare tidsfrister.
Kommentarene over er basert på en stort oppslått artikkel i Le Soir, den største franskspråklige avisen her. Når jeg ser på selve planen, så vil nok mange av tiltakene være ting vi allerede har på plass gjennom Altinn og Skatt, men det er også en del om å åpne opp og gi tilgang til offentlige registre. Og det er en del lokale ting hvor jeg trenger forklaringer….

Heather Brooke var den som i England fikk frem informasjonen om parlamentsmedlemmers noe spesielle pengebruk for noen år siden. Anbefales.
